ចាប់តាំងពីចុងឆ្នាំ២០០៤ មក រាជរដ្ឋាភិបាលកម្ពុជាដោយមានក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ជាសេនាធិការ បានចាប់អនុវត្តកម្មវិធីកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈជាជំហានៗ មានរយៈពេលវែង ដែលមានគោលបំណងកែលម្អប្រព័ន្ធគ្រប់គ្រងហិរញ្ញវត្ថុ សាធារណៈរបស់កម្ពុជាឆ្ពោះទៅរកស្តង់ដារអន្តរជាតិ។ ការអនុវត្តកម្មវិធីនេះបានទទួលជោគជ័យជាបន្តបន្ទាប់ ហើយកំពុងបន្តអនុវត្ត ជំហានបន្ទាប់ទៀត។ អគ្គលេខាធិការដ្ឋានគណៈកម្មាធិការដឹកនាំការងារកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ (អ.គ.ហ.) ជាសេនាធិការរបស់គណៈកម្មាធិការដឹកនាំការងារកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ នៃក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុមាន មុខងារ និងភារកិច្ចសម្របសម្រួលការរៀបចំ និងការអនុវត្តការងារគោលនយោបាយសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ព្រមទាំងសម្របសម្រួល ការរៀបចំ និងការអនុវត្តកម្មវិធីកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ។

ដោយមានចក្ខុវិស័យច្បាស់លាស់ និងក្នុងនាមជាសេនាធិការប្រកបដោយគុណភាព សក្ដិសិទ្ធភាព និងប្រសិទ្ធភាព អ.គ.ហ. មានត្រូវការជ្រើសរើស ទីប្រឹក្សាសម្រាប់គម្រោងវាយតម្លៃកម្រិត និងរៀបចំផែនទីបង្ហាញផ្លូវ សម្រាប់មជ្ឈមណ្ឌលប្រតិបត្តិការសន្តិសុខបច្ចេកវិទ្យាព័ត៌មាន និងគម្រោងអភិវឌ្ឍ និងដាក់ឱ្យដំណើរការថ្នាលបញ្ជ្រាបការយល់ដឹង និងការធ្វើតេស្តសាកល្បងអំពីសន្តិសុខបច្ចេកវិទ្យាព័ត៌មាន ចំនួន ២រូប មានមុខងារ ភារកិច្ច និងគុណវុឌ្ឍិ ដូចខាងក្រោម៖

ក. ទំហំការងារ

• Assess MEF's operational and technical requirements for the deployment of a Cybersecurity Awareness and Phishing Simulation Platform Solution.

• Install, configure, test, and deploy the platform in accordance with MEF operational and security requirements.

• Configure user groups, organizational structures, and risk-based user segmentation to support targeted awareness campaigns and simulation activities.

• Integrate the platform with relevant MEF systems and services, where applicable and approved by MEF.

• Configure and manage simulated social engineering campaigns, including phishing, spear-phishing, and other awareness-focused simulation exercises.

• Develop and customable phishing simulation templates, landing pages, and awareness materials in Khmer and English languages, as required.

• Configure campaign scheduling, user targeting, reporting mechanisms, recurring simulations, and performance measurement capabilities.

• Provide structured cybersecurity awareness content covering foundational cybersecurity concepts, cyber hygiene, phishing awareness, password security, social engineering risks, and other relevant topics.

• Support the development of annual and quarterly awareness and simulation plans aligned with organizational objectives and emerging cyber threats.

• Develop user awareness metrics, risk indicators, and reporting dashboards to support monitoring and decision-making.

• Conduct full administrator training sessions and provide operational guidance to enable MEF personnel to independently manage, administer, and operate the platform.

• Develop and deliver operational manuals, administration guides, and support documentation.
